It is a city and a big one at that!
However, in colloquial English, we sometimes refer to a town or a city of any size as "town" only to mean it's an urban location; such as "Athens is a fun town" or "New York is a heck of a town" etc... |

it is a city of about 4,5 million people. Of course it consists of a lot of suberbs, lets say that from one end to the other is about 25 kilometers. It has a lot of different suburbs: downtown (the center) that ios crowded, lot of traffic, shops, offices, pollution. But also luxury suberbs. It has a port called Pireeus, about ten km from the center. and a lot lot more. |

By geographical definition a place inhabited by 4.5 million people is a city. By human gefinition it is not a habitable space for humans. For ants it is OK. |
