Yes it is. The country has been in The USSR for many years but it has always been in Europe. Estonia along with Lithuania and Latvia is one of the three small republics that are on the Baltic see, not far from Russia, Poland, Denmark, Finland and Sweden.

Estonia is a member of the EU but does not yet match with the economical criterias enabling the acces to Euro - so regarding the EU, I would say that this is still a second rank member
