The tourism main problems:
Bad level of development of a tourist infrastructure.
Bad level of development of ground transport.
Expensive hotels.
The visa is necessary.

not really possible to lose tourism because its one of the best places in the world to visit, even with the problems Dimitry citied. The falling ruble only makes it more attractive because the prices in dollars are getting cheap again. I hope it never gets too easy to visit because I like it when no other tourists are around.

An interesting and sad question. Having spent the past 12 summers traveling to the Kamchatka Peninsula of Russia I hope that this is not going to happen. My experiences in Russia both as a businessman and tourist have more or less been wonderful. Certainly they are culturally different than we are but overall the Russian people have the exact same hopes and dreams as everyone else on this planet.
In all the years I have never once felt unsafe or been worried about the mafia, they don't care about tourists, that is not where the money is. Frankly we as Americans do ourselves a giant disservice by being so ethnocentric and not embracing the wonderful opportunities that Russia has to offer as a destination. Places like Kamchatka are absolutely spectacular and will only be saved by tourism dollars.
It is always interesting to me when I come back to the states and see the way we live, easy soft lives. Unfortunately as Americans we have been just as susceptible to propaganda as the Russians are currently and certainly far more susceptible than they were under the Soviets. I own a travel business which takes people to Russia, so perhaps I am jaded. I have also traveled to many other points on the globe and each year there is no place I would rather be than the incredible wilderness of Kamchatka.

It may keep some away. The biggest problem really is the expense and difficulty to visit Russia. You need a visa and an invitation (thank God for the Internet). Travel is slow and expensive. Moscow is so huge and crowded and expensive. I never felt unsafe there. The people are wonderful and there is a lot of history there. But I think there is more to see and do for less money in western europe. That I think is the biggest problem with tourism in Russia.
