Is it true that some dutch bikes dont have brakes is so how do you stop?
they all have breaks! it's just a different system. Somehow, the breaks are linked to the pedal system so if you need to slow down, you pedal backword.

No it's not true. All dutch bikes must have brakes, otherwise it's not allowed to use them. (how would we stop for all the tourists crossing the bicycle tracks without watching if there's a bike coming)
It a dutch bike doesn't have brakes then you need to repair them.

You pedal backwards. They don't then freewheel like British/USA bikes, they brake. I forgot about this whilst riding in Belgium. I fell off and landed in a cowpat. Much to my Dad's amusement.
