Yes, there is. Not full-body statue, just his head, but it is there and it is public.
If you are planning to vistit Vilnius (the capital of Lithuania), I believe you can find its location in tourist guides; if not: find the intersection of Pylimo Street and Kalinausko Street; go up Kalinausko Street maybe like 30-50 meters; the statue will be on your right.
