Portugal work on Western European Time (same as the UK) and as far as I know they also have Western European Summer Time (that we are currently on), so in Portugal it should be 16:04

depends where, i think mainland is an hour ahead of GMT, but Madeira is on the same time as GMT and Azores have different time difference
