Buy some book or a CD which will help you start tearning in english. You could start with the 1st to 10th standard english textbooks of CBSE. Then buy Wren and Martin. That is the best book for grammar. Also, there is a Situational Grammar book (forgot the author). Explains the usage of words with pictures and so it is easy to learn.

go to the closest high school next to you. most times they offer night and day english courses for free to adults.
look up your county public adult education courses.

Going to the States worked for me.
If you are a student I would look at student exchange programs.
