I have been to both of these places it is very difficult to say as for the squaddies in Cyprus don't worry to much about that if you go to places like larnica and pathos you wont see alot of squaddies stay away from ayan appa (not sure if spelt that right) that is where a lot of the squaddies go Malta is also a very nice place with very nice people but if you decide to go there what out for the time share touts

ooh. pick the season properly! I spent a month in Malta towards Xmas of 2004 for work... DRIZZILE DRIZZLE. But my coworkers in Cyprus (granted they were there over summertime) had a blast hiking, swimming, partying! I'd vote for Cyprus though I haven't been...

Have never been to Cyprus - Malta has some of the oldest freestanding temples in the world, interesting architecture, especially the churches scattered throughout the islands, almost everyone speaks English, and many other languages, local restaraunts have good food, weather is hot in the summer, any island you go to you will find tourists it is there economy, in the summer every weekend some village will have a feast - which are crowded but full of fun - keep in mind some beaches are rocky others are sandy - always ask a local which beach they recommend

Unfortunately, the sqaddies as you call them, have ruined alot of the Greek islands, (not that Cyprus is Greek any more).
mostly in the Ionian sea, towards Italy, like Zakyntho, Kerkyra, Ithaki,... all those islands...Cyprus is not really that bad, as long as you avoid certain places...So I would sadly have to say Malta.. But you can always try the Greek islands on the other side of Greece, the Aegean sea, where there are thousands of islands, like Mykonos, Santorini, Lesbos, Rodos. Icaros...etc etc.. Crete also..
Just a suggestion...

Malta is just a lovely place to spend your holiday's. It is always sunny, beautiful beaches rocky and sandy full of tourists especially in Summer and very sunny even in the winter time. It rains as well but we never have snow here. We have beautiful Neolithic temples, museum's which are very interesting as well. Most Maltese people speak English Language very well and we are very friendly.

Cyprus is great the Turkish area of the island is interesting to visit different foods and the people are friendly. There are plenty fo ruins to visit. Ayia Napa is very busy in the summer but the beaches are great. Much better then the ones in Limasol. If you don't mind the crowds and enjoy exploring the outer areas. Go to Cyprus i enjoyed my two visits there.
