In Europe citizens from countries that agreed with Schengen Treaty are "border free". they do not need a passport. They just need a document with photo so that they may be recognised by the law enforcers if needed.
Not all european nor EU community countries apply Schengen. Exemple England. People from other continents do not have Schenguen.
