Ukraine cannot pay back its debts or only wants to conflict?

what should Russia or EU do to manoeuvre this scandalous situation?

Ukraine paid the gas bill. At dispute is whether Ukraine owes interest and penalties, the price Russia will charge Ukraine for gas, and the price that Ukraine will charge Russia to pump gas across its territory. Russia is a bully. It will not be happy as long as Ukraine is independent because the Russians want nothing more than to rebuild the Russian Empire.

Edit for Sponge-Bob: You may have a lot of Ukrainian friends who want to be friendly, but none of them want to be part of Russia either. THAT's the reality that Russia can't tolerate. Whether Tsarist, Communist, or "Democratic", Russia has always been the enemy of an independent Ukraine.

Later Edit for Sponge-Bob: If you think that Russia doesn't want to take over Ukraine again, then you are blind. They would do it in a heartbeat if it was easy. Just look at what they are doing to Georgia--piece by piece they are trying to take it back. Russia has wanted a port on the Black Sea since the days of Peter the Great. That desire never died.

Ukraine as a country is bankrupt having not enough money for anything. This situation is caused by the soviet economic system, which preferred the internal business and established several oligo- and monopoles, so the theoretically independent countries or so called "republics" could not leave the Soviet Union without to get severe economical problems. Unfortunately, Ukraine became underdeveloped during the soviet era, delivering cheap food crops and raw materials. Only a small quantity of ukrainian company's have competitive products for international markets. And also the Infrastructure is one of the weak points of the country whith good but inactivable potential.
When the old Soviet Union stopped to exist, russia and other former soviet republics rather preferred goods from other countries than from their former soviet sister-states. On the other hand the Ukraine could not find attractive markets for its goods, but became more and more dependent from russian imports, while the russian site still tries to realize prices on international level and the political relationships between Russia and Ukraine became more and more bad.

I'm sure, that the weak Ukranine want to teaze his big Russian brother, if possible, hoping for European and american aid.

Its a sad sad situation exposing both countries' leaders for what they truly are. I can hardly imagine Canada and the US behaving this way. Its another example of why you want domestic energy supplies. In a way its almost like the Arab oil embargo. Clearly Russia doesn't like Ukraine "leaning" towards the EU and hopes to bend them to their will.

Maybe Putin hopes to distract his country from the huge economic problems coming soon from his mismanagement of the economy. Maybe Yushenko is hoping to tell his people that Russia won't send them gas when the reality is they cannot afford it.

This is and "information war" first of all, where Russia is vigorously
trying to blame Ukraine in all the troubles.
First, they scream that Ukraine didn't pay for gas to Russia, but this
is complete BS and lie.Ukraine payed off all the debts in FULL.
Then, they say that Ukraine was stealing gas that designated for Europe, but that is lie too - the international experts
did NOT find any proof of stealing from Ukrainian side!!
Third - now russian government declare that they open gas delivery for Europe but that was Ukraine who shut it's pipes off and doesn't let russian gas to be delivered through ukrainian pipelines, HOWEVER,
they did not clarified that they demand that gas would have to go through different transit gas line which technically almost impossible for Ukraine to execute, since in order to do so , Ukraine has to
shut off its internal gas supply for 4 huge regions, plus - use their
own gas - to transport russian gas to Europe. That is total and intentions provocation from Russia, they KNOW that their condition are unacceptable for Ukraine and they do it on purpose.

Ukraine was born as dead country, thats why so much troubles, they dont accepted new contract on 250$(Moldova-270$),Ukraine wants gas less 200$,it have just Belorussia, because its Russian, they have price like average region in Russia,if Ukraine wanna be region of EU they need pay 350$(Because Middle Asia sell to Russia by this price),if they want be russian region like it must be they can pay less 200$.Ukraine have stolen gas and now Yuschenko says that they will transfert gas if Russia will give them 800.000.000$ as present...PIRAT!!!

RedFox
I would say Russia should take Crimea back for their debts and just transfer gas around Ukraine; it’s their own problem if they don’t want to behave like grown ups. All Europe is laughing over them. The only thing I’m sorry for is that innocent people got involved and staying cold…

wschmerz
Ukraine pays her debts. Right now Ukraine owes NOTHING to Russia for gas, all the bills were paid and are paid on the regular basis.

It is Russia, who turned a usual technical issue into a world-wide-scandal. It looks like Gazprom simply doesn't have enough gas to fullfil its obligations before EU, so it tries to find any possible way to raise the conflict.

So, what should Russia or EU do to manoeuvre this scandalous situation? Russia should stop manoeuvre and begin to send gas as it should do. EU should force Russia to send gas as it should do. There are no problems with Ukraine, there is a problem with Russia. If Russia has enough gas, then it should send it to EU. If Russia doesn't have enough gas, it should stop cheating, stop treading on transporters and just declare about it's inability to fullfil its' obligations.

Ukraine is bankrupt by all means. Ukrainian leaders want Russia to pay their bills and support their regime. I think this gas war was inspired by US government. The last kick from them to EU and Russia.

I wonder how many people think that Russia is an initiator of that conflict. Russia does everything to stop this. Russian delegation is visiting EU constantly, making different press-conferensions trying to explane to EU what's happening. And of course it's not interested in loosing its own money. Shortly talk, now the problem is that Ukraine asks for Gasprom to give them the so called ''technical gas'' for the transportation of the Russian gas into Europe. But acording to the business contract, Ukraine must use its own gas for that aim and Gasprom must not give them it free of charge. Ukraine has its own gas and a lot of Russian gas that was sent into Europe from Russia in the beginning of January and that was stolen by Ukraine. In addition I want to say that Russia has already tried to send the gas but Ukraine didn't accept it even after the all of documents were signed. So what to do? I don't really think that anyone here could answer to this question rightly.Especcially when all sides of the conflict talk different things. As a Russian I believe to Medvedev. And it's not because of any proofs and arguments or anything else... WHAT does he says and HOW does he says, that' s all makes me think that TRUTH is on the Russia's side. The situation is very bad. Russians pity Europeans greatly and everybody wishes for the end of that BS as fast as it's possible.

I think EU must take control over transit system of Ukraine.
Or start to sponsor Ukraine.

Mimi.
>Ukraine payed off all the debts in FULL

You cannot be sure about this. The lawsuit against Ukraine says different
http://www.interfax.com.ua/eng/main/4287/

>they say that Ukraine was stealing gas that designated for Europe,
>but that is lie too - the international experts
>did NOT find any proof of stealing from Ukrainian side.

Even Ukrainian Naftogaz confirms that they burned Russian gas to export the gas. They call it technical gas that they must use. BUT They did not pay for it though the MUST pay for it, because they receive the transit payment. This is how the transportation of the gas works, and despite any of words used by media, in the court this will could be recognized as stealing.

>Third
Third this is the export pipe that was used to transit gas before.
This pipe is opened on the Russian side already three days but closed by Ukraine.

>plus - use their own gas - to transport russian gas to Europe.

You won't belive but to transport the gas Ukraine MUST use its own resources(gas) or buy the gas from Russia or somewhere else.
This how it works everywhere, because Ukraine is receiving transportation fee.
But Ukraine is so used to stealing, that they called it "provocation
and "unacceptable" now.

sponge-bob
Ukraine on the same way as Georgia. it's sad, but it's true. Ukraine's politicians manipulate own people as puppets, they try to separate our cultures, general history and peoples from each other. they anger Ukranians against Russia, and they hates Russians as much as they can, just because long time ago we was parts of one mighty country.
but now... damn... herd mentality in a combination with the garbled national history, that's the New Ukraine Nationalists's Ideology, that's the roots of ambitions. but we all know, history repeats itself - USSR, NATO or something else, it doesn't matter. new names, but with the same essence - to be a part of something big, if you cannot exist is itself. so keep it up, brothers and sisters - good luck to all of you in your new step-family.

for Taivo: you really think, what Russians wants to see Ukrain as part of Russia? especially after all of this? lol, wake up please! it's 2009, not 1967 - no one wants to feed Ukrainians, even Russia. and huge NATO-family don't want it too.

for Tavio again: i'm not blind, but you seem to me such person. you sounds like an cold war victim - scared, paranoid, agressive, hostile-adjusted. i repeat - wake up, dude! Ukraine is one of the poorest ex-USSR countries, without anything but with the unreasonable ambitions and fu'ckheads at the top which parasitise on relationship with Russia. and if Russia cut off transit and any connections, even they will die in poverty without gas dope, absolutely like Ukraine's infrastructure and half-dead economy. Russia don't want to solve their problems and EU too, because poor countries is necessary for no one. it's rude, but it's true. hope, that's enough for you.

Why so cynical?
Ukraine hasn't paid the debts, and the contract expired. Russia cannot give them another contract for 2009, since they still haven't paid off the 2008 debts. Isn't that enough?

Russia doesn't want to deprive anyone of gas; Russia wants her money back, rightfully.

Russia has reopened the gas flow to Europe through Ukraine, but Ukraine is blocking it.

Russia is doing everything in its power to resume the gas flows. Russia is losing money on this too, you know. Since the gas is not passing to Europe, Europe isn't paying for it.

Unfortunately, some EU countries seem to trust Ukraine and the biased Western media rather than Russia. They think Russia has cut off the suplies because Ukraine wants to join EU and NATO, but that is not so. Russia just wants their debts returned.
