It depends where you draw the border of Europe. Europe is rather politically / historically than geographically considered a continent; in some context you'd better speak of Europe as the western part of Eurasia.
Some definitions of Europe include some peaks of the Caucasus Mountains (border is the watershed), and therefore Mount Elbrus (5,621 m) would be the highest mountain of the continent.
