Europe is a continent , not a nation . Continents do not have capitals .

Athens was a small city republic when it became famous - because it was culturally important. The cities that have been functioning as capitals for the biggest parts of Europe has to be Rome, Aachen/Aix-en-Chapelle and St Petersburg (Russia was bigger with St Petersburg as capital than with Moscow). But you can't say that any one city has ever been close to being a capital of Europe...
