I think it depends on how long you have, what your budget is, and what you want to see and do.

If you are a big city lover, I'd opt for Paris. If you haven't traveled before or are too uncomfortable dealing with a foreign language, you can consider London -- it's a great city, but very expensive for Americans right now (the exchange rate is an awful $1.99 to the Pound!).

If you have a quite a bit of time and want to keep the costs down, I'd suggest Slovenia, Croatia, and the Czech Republic.

You can travel across Slovenia by train or bus without any problem. There is a train from Ljubljana that goes all the way to Cesky Budejovice, which is a short bus/cab ride away from Cesky Krumlov, where both Hostel and the beginning of The Illusionist were filmed.

Slovenia has converted to the Euro, but prices are still lower than in most of Europe. The Czech Republic is still a great bargain!

If you are old enough to rent a car, driving through the Istrian peninsula is a treat -- both the mountain towns and the coast. Zagreb is delightful if you enjoy outdoor cafes and low prices. If you can't do that, there are trains and buses to all of the coastal towns.

Traveling through Italy by rail is easy and pleasant. If you go to Florence, you can make day-trips to Lucca, Milan, and Pisa by rail. You can also take the train to see most of the lakes and to get to Bergamo.

You may think I'm crazy...but Iceland is great in the summer. I've been there several times and its really beautiful and the people are really friendly. Its a bit costly but since no one thinks about going there...its quiet and peaceful.

go to malta...it is a small nice warm island with beautiful sand and sees,, the transport is cheap and the people are friendly., there are alot of night bars and history and beautiful beaches. you can go to the three islands very close to malta. since the island is very small u can visit all of it. it is the perfect SUMMER destination. and forget about the other countries..they are winter destinations and expensive

It depends on if you have been anywhere before and what kinds of things you like!!! If you like cities then places like Paris, Rome or London are worth looking at.
Culture, well you can get that just about anywhere, and scenery is pretty varied....it also depends on how much money you want to spend.
I also recommend Prague and the czech Republic and Cesky Krumulov as a town to visit...both lovely...I did a day trip to Cesky Krumulov from Prague as its not a large country.
I also loved Slovenia and Croatia...they are cheaper than other parts of Europe...stunning scenery and lots of history (this really surprised me)...I loved Lake Bled in Slovenia, while Ljublijana is called a mini prague is smaller and only really needs a day or so, while in Croatia, Zargreb is lovely and have a nice feel to it and is quite different from the coastal places I visited of Dubrovnik (LOVELY!!!), Split and Zadar..but its definately worth a look...different and cheap!!
