An English word "Russian" has two different translations into the Russian language: Россиянин (a citizen or Russia) and русский (a person belonging to an ethnic group of this name). For the first option you need a citizenship, for the second - both of your parents have to belong to this ethnic group.
Outside of Russia people who come from Russia are often called Russians because of their cultural heritage, self-identification with Russian (or ex-Soviet) culture and Russian native language.
So, your question has three correct answers, at least! |
