maybe the confusion lies within the fact that Berlin is one of the 16 states of Germany, and each state has its own distinct capital. It is one of three city states (Bremen and Hamburg being the other two) and thus the capital of the state is the city itself, as others noted, it is also the capital of Germany as a whole.
