Cheapest is Turk Hava Yollari aka Turkish Airlines. But its just that, cheap. Going by my experience, the air hostesses in THY were lacking in language skills and also least accommodating. They will simply run past you without hearing any of your needs.

I'm not sure if Turkish Airlines (THY) is one of the cheapest airlines but I can assure you that this company is one of the best in the world. Actually, it's one of the best companies of Turkey (not only airline companies) in general.
Turkish people have every reason to be proud of THY!
