The warmest European capital city on average is Athens. You can also try Madrid or Lisbon. Then Rome (although I was quite cold there on Christmas Eve 1999, but that was an exception). There are also the capitals of the Mediterranean island countries part of the E.U. Valetta(Malta) and Nicosia (Cyprus). In all of those places there is also plenty to see. |

I would recommend these as the three warmest locations in euroope for a holiday at christmas time:
Crete, Heraklion
Malta, Valletta
Cyprus, Nicosia

Warmest does not always equal best. Nor actually does the city require to be a capital. Glasgow is neither of these but would be my first choice. Sorry to be pedantic about your semantics. |

Europe cannot be guaranteed good weather over the Christmas period. Lisbon has already been mentioned, as well as Nicosia in Cypress. You need to go to the Canaries or the Caribbean if weather is the vital factor.
I would embrace the cold and go to Oslo or Stockholm. Stockholm has a good reputation for a party town. |

Lagos, the Algarve. If you must come to Europe over the Christmas vacation, that's the place to be, weather-wise! Off the top of my head, the temperature should be in the upper 60'-low 70's in the daytime...Oops! Not a capital city! |

Amsterdam may not be the warmest city, but it is the best. Also there are few tourists over the Xmas break and great deals on airfare and hotels.
Most locals speak English making everything easier for an American. There are more restaurants than one could imagine. There are museums, concerts, and cafes. |
