Property. Prices are prohibitively high.

Using the cost of living in New York as a base, Mercer determined Moscow is 34.4 percent more expensive after taking into account the cost of housing, transportation, food, clothing, household goods and entertainment.

A luxury two-bedroom in Moscow now rents for $4,000 a month; a CD costs $24.83, and an international newspaper, $6.30, according to Mercer. By comparison, a fast food meal with a burger is a steal at $4.80.

So, Now you should understand why Moscow?

Nices answers so far, and don't forget inflation running at 13-18%.

It is the transformation from Communism to capitalism. In 1979, in Moscow, then in USSR, things were pretty inexpensive and were with in the easy reach of an average citizen. The conditions have again reverted back to czarist Russia of pre-1917.

Well I do not know where you heard that from, but it is a pretty great city. It makes it the most expensive city just because of all the prices. If an I-pod is 200 dollars in the US, then it will be 400 dollars in Moscow. Do not forget that Russia is also stocked with gasoline and supplies most of it to Europe, and some oil. Russia is also rich on resources. So the capital, Moscow, takes advantage of all of that of course. Their Hotels were by far the most amazing I have ever seen and they have probably more Bentleys and other luxurious cars than all of the major US cities combined. Their nightlife is also awesome. Unlike here, where the latest club closes at 4 am and in NY, their clubs are open until 9 am...

Moscow really is an awesome city..
