Being Greek, it's tempting to say a Greek city, but when I think of European city, only one pops up immediately.... Brussels in Belgium.
Even though they speak French and Flemish I was able to communicate just fine.
You could find all kinds of restaurants, Italian, french, TeX Mex, ( I even found a Greek kafeneio - coffee shop.) People were quite friendly and polite. And the shopping malls were super.

well for history culture people and cheap living try prague:) its central location means if you want a change you can have a day to another city by train eg. berlin. and it has loads to do.
paris is very expensive as is london, visit them, but dont live there it woul be too expensive, prague provides much better value and good links

Paris, if you want to stay for that long.
or london, if you want the language, history, and still be able to stay for ages.

rome would get possibly a bit boring after several weeks, but it depends what season you are there in.

City Plovdiv in Bulgaria (~500000 cit.)You find many Greeks. Roman's, Thracian and old Bulgarian ruins there. Old town is wonderful! There are real Roman's amphitheatres!!!

I think mostly Paris would be and maybe Rome (especially for architecture and food!) or Milan, theyre really good places
