When writing a phone number, the + represents the country's dial out code . If you type in + on your phone keypad, international phone standards dictate that the exchange must replace the + with its dial out code and let you dial out of the country.

In other words, if you enter the + when dialling the phone number, the phone exchnage will let you dial out of the country. If you are unable to enter the + when dialling, you must know and use the dial out code of the country you are in.

the Plus sign just reminds people to use an international number then the country code. E.G. 00 (lets the operators know it is an international call not a local) + (this is where you put the country code) + local number. It is merely a way to remind you to put the next set of numbers in and you do not have to type it in on a phone to connect.

Dial "011" + Country Code, City Code, and Local Number. City Codes are not required on all calls - Country codes with a "*" do not require a city code.

It is a universally recognised way to say "dial the international access code". This varies from country to country so the + sign is given to indicate that you need to dial 'something' to get international line without stating what that 'something' is.

From the UK, if calling anywhere in Europe, Asia, America, etc, we would dial 00 followed by the rest of the number quoted. From the US, they would dial 011 followed by the rest of the number given.

+ plus sign is just the 00 part so for example im calling home from turkey and im using a phone box not a mob so i dont have the + sign i put 0044 then the numb and you always miss of the first 0 of the towns local code!
