go to belguim... brussels is the best, its so romantic and the christmas market will have started by then. the food is wonderful..nothing more romantic then eating muscles/oysters and chocolate (obv not at same time..lol)..then take a day trip to bruge. at that time of year you can go to museums, iceskating, visit the ice museum when all these staues are cut from ice and visit a chocolate making place as well as shopping. its not expensive at all with flights from 130 return...have fun!

p.s..ive ben to prague..dont go there and also austria salzburg is nice but i had a better time in brussels..unless hes a major fan of the sound of music and mozart..then take him to salzburg!

Prague is lovely - lots to do and really nice people

or Tallinn - really beautiful place and, again, lovely people - you can also do a day trip by ferry over to Helsinki

both will probably be cold in December but hey, wrap up well and enjoy it

Got to be Madeira I spent my 40th there and there's always good weather no matter what time of year, awsome views, everything. Go there and see if I am wrong, oh and the flowers, afternoon tea at Reids, pasada fish ..........Wish it was me so have a wonderful time. 40 is the new 30 anyway.

Check out Turkey if you can spare a whole week. In early December Turkey has special promotional offers, it is possible to find package deals for 2 people for under 200 GBP, staying at 5-star hotels.

I also like Istanbul for a city break. Awesome place.

I also suggest checking out http://www.skyscanner.net in early September to find cheap flights. You can then look at the list of destinations and see what you like.

I would recommend Rome. A beautiful and romantic city which we just cannot get enough of. Easy to get around and travel to loads of great attractions, such as the Vatican, Trevvi fountain and of course the roman fort and Colosseum. which will simply take your breath away. He will love it, and easily done on your budget.

I was going to suggest Copenhagen...but it is cold in December! Fits all the other requirements though!
