If you are Belgian and live in Florida, you can get your passport renewed by mail. Your file is probably located at the Miami Honorary consulate so you can contact them either

From your question, I assume you are a Belgian living in Finland. Here is the info on passport renewal issued by Belgian embassy in Helsinki.
Passport

Since 01.12.2002 the normal Belgian passports are made in Belgium and are of the machine readable type.

The passports issued since 01.01.2005 are equipped with an electronic chip.

The Embassy still handles the application and receives the new passports. The application forms can be obtained from the Embassy or downloaded from the website of the SPF Foreign Affaires, www.diplomatie.be. The passports are always issued for 5 years, also for minors.

If you are not registered at the Embassy and you need a passport, you will be helped in the first place with a temporary passport or ETD (Emergency Travel Document).

Since 01.01.2005 the handling time for obtaining a new passport is 2-3 weeks. If you need a passport with shorter notice, you can be helped only with a temporary passport or an ETD. Those are not machine readable and not recognized by all the countries as valid travel documents.

The following documents are needed for the passport application:

Application form ( NL - FR - EN )

2 x signed Mod A ( NL - FR - EN )

Note that the signature has to be with black ink, and inside the frame. If the instructions are not followed, your application can not be handled.

2 photos

Enclose 2 passport size photos, made by a photographer, in the holder.

Because the photo will be scanned, the following instructions have to be taken into

consideration:

Ã˜ Only color photos are accepted

Ã˜ Real identity photos taken in a photo shop

Ã˜ Size 45x35mm.

Ã˜ The head has to be completely in the picture and its size must be between 25 mm and 35 mm.

Ã˜ Forehead, eyes, chin and nose may not be covered, no hat (if for religious or medical reasons, a certificate has to be enclosed).

Ã˜ Clear and plain background (no artistic â€œcloudsâ€ or curtains).

Ã˜ Front view of the face (not from the side), raised head.

If the photos donâ€™t meet the requirements, you will be asked to send new photos

Payment:

All the passports are issued for 5 years.

Persons over 18 years = 79 eur

Minors under 18 years = 35 eur

The fee has to be paid when the application is introduced. If you pay in the bank or on internet, you should enclose the receipt of the payment with the other document.

Proof of identity: Copy of your current passport or identity card. You can keep your old, still valid passport until the new comes, or if you donâ€™t need it, you can return it already when applying for the new one.

After all the required documents have been received, the application is sent to Belgium. You will be informed about the arrival of your new passport. If you wish to receive the new passport by post; you need to enclose an envelope and stamps (4,15 eur) for the registered sending.

You can ask for the application form by e-mail, telephone or you can pay a visit to the Embassy.

Passports cannot be prolonged anymore in any circumstances.

Go to the State Department website and download a renewal application. Get two passport pictures. Mail the application, old passport, the pictures, and money and wait a few weeks.
