Walgreens. If you don't have a Walgreens, look up the closest office to apply for your passport and call them. They will have the best suggestions.

A 10 X 4 Photo booth at the post office or the local DMV? You can enlarge it or shrink it at your local photo stop like in a drug store or target...

Ask at the place where you submit your paperwork. They would most likely know where to send you.
Here in the US, passport applications are handled through the PostMasters offices, but of course NOT the photos..
Camera shops offer the passport photos, and know the requirements.
Also, many professional photography shops will tell you if they offer the service.
