Paris (sooo romantic!)

You´d better ask where in Europe does it not snow for Xtmas (possibly only in Greece, part of Italy and little more)

Poland I would say. They already have snow there. it often snows in France around Christmas, near the pyrenees

Granada, Mid South Spain. You have the best of both worlds, a ski resort and an amazing city. Also you are only just over an hour to the beaches. Its the Sierra Nevada 12,000' up - totally amazing.

Russia of course, plus Ukraine, Belarus, Finland, Sweden, Norway and maybe a little in Estonia, Latvia and Lithuania.

I'd go with St. Petersburg. Guaranteed snow, temps around -8 C and it's a really, really beautiful city in winter and of course, lots of history and culture.
