Where in Europe should I go this summer?

I'm a 22-year-old American woman graduating this May, and for my graduation present my mother might help pay for a trip to Europe, since I have never been out of the U.S. and have been itching to do so for several years now. I'd be staying in hostels, so those would play an important part--gotta travel on a budget. The more budget-friendly the city, the better! I don't have money coming out of my ears. I have Italian and Norwegian roots so those countries certainly appeal to me, but I'd be psyched to go pretty much anywhere with a rich culture, beautiful architecture, fun atmosphere, and where I can speak English most of the time and not feel like a complete douche. (I realize most of the world isn't a fan of Americans, and I don't want to go somewhere I feel unwelcome.)
I imagine I'd be there for about a week, probably in June or July, with either my boyfriend or one friend. Any suggestions?
Additional Details
I'm also looking for specific cities. I'd like to visit more than one.

well I think the best place you can go is ireland and the united kingdom. it's awesome there. I went there before. trust me united and ireland are the best. ireland is so cool. they have this cool song that goes like this:

and in the united kingdom big ben is awesome!!! you should also see the london eye it is a ferris wheel. it is so beautiful in london. and it is so romantic.

Best place for you would be Spain because of its great climate and beaches. It has also got hotels, restaurants with the high standard. It would be splendid if you passed by Barcelona.

I've been all over France and I love it so much
I've been to Paris twice, and although its beautiful, I found it boring the second time
I recommend for the summer to go to the French Riviera its amazing. The cote d'azur: Cannes, Nice, Monaco, St.Tropaz you can travel all over to any city for 8 euros on train and it only takes about a half hour. I even went to Italy in Ventimiglia and it took 2 hrs and 8 euros. I'm going there this summer, my cousins gave us their apartment in Cannes and they told me that Paris is only 6 hrs away, Florence is 6 hrs away and Switzerland is 6 hrs away by train

Go to Albania, you will feel very safe as they are friendly to americans. It doesnt cost a lot of money and you would be getting the same beautiful environment as in other western european countries. In Albania, you will find beautiful beaches, alps, ancient towns and architectural cities, some of the best tasting food and wine and really friendly people. If you care to go a bit outside europe Croatia is brilliant. They're is a lovely island called Hvar that has loads of things to do and is pretty cheap.
