Cheap to get to from the UK? Prague - Loads of cheap flights from low-cost airlines
Not too far from the above? Prague - takes about 2 hrs from UK
Not too expensive to stay? Prague is dirt cheap
Hopefully cheap beer - Cheapest and also BEST beer in Europe. You will love it.
Scenery and interesting buildings - Most beautiful old town in Europe is in Prague
**** - It has this too if you like that type of thing
Rome is also fantastic but too expensive and Italian beer tastes like p1ss

Prague is very nice, but Rome beats every city on earth in my book. You can lose yourself for a lot longer than that in Rome. You could also take every one of the astonishing historical buildings out of Rome, and it would still be awesome.

somewhere like denmark, holland, germany, where there are lots of breweries and beer in general. airlines like easyjet, monarch and ryanair will be fairly cheap and lastminute.com would have some cheap deals too.
check out tripadvisor.com as well, it's a really useful unbiased website.

Athens could be a choice. It is 3 hours from the UK. It is relatively cheap, especially the beer.. has great monuments to see.
Nightlife in Athens is amazing. It is probably the only one from the big European cities that has no ban for smoking, where clubs stay open until the morning and drinks are very cheap. Given that you live in the UK, maybe you wouldn't want another cold, cloudy and moody Central European city.

Barcelona is the best place considering your factors above. I used to go there on business alot, and know it well. Easyjet is probably the cheapest flight carrier. There are plenty of places to stay, if you are going at a popular time - book ahead. If not and you wanna risk it, book out there, you may get a better deal.
Plenty of bars on the main strip, to every taste (if you know what I mean!). There's plenty of architecture and museums to satisfy that part.
If you want a beach, San Sebastià is a short train ride away, and highly recommended.
