I would say either Germany or Austria for two reasons.
Germany is good because most everyone you come across speaks some form of english or understands enough to get you going.
Austria is good as well since it is very diverse. Both countries are very modern from all countries in central europe, Germany is the cleanest, nicest and greenest of all places.

Actually I live part-time in Hungary and have met many people from Ireland, England and the states that have moved there.Many have some sort of family connection but not all of them do.
It may be difficult to find work there because unemployment is high and pay is very low.
if you are either retired or score a international sort of job before you move, it is great. Most people 35 and younger speak English well enough at least in the cities.
You did say central Europe, Hungary is right in the middle. |

UK, France, Germany, Italy, Denmark, Sweden are not generally regarded as "Central European" countries. Countries like Czechoslovakia, Poland, Hungary, Romania are.
