Bulgaria is cheapest, naturally depends where you go, what you want to do and when.
I always recommend places off the beaten track - it is surprising how little known they are! We have a sea coast, yes, but most of the country is inland and it is beautiful - mountains, lakes, river canyons, water falls, caves... Places like natural reserves, history sites and natural mineral water spa hotels.

Turkey is also very beautiful but cheaper than Greece
Bulgaria is the cheapest but is a good choice also.

Have in mind that is better for summer to visit Greece and Turkey and at winter visit Bulgaria..

Try Montenegro. Cheaper then Greece and Turkey, and more beautiful then Bulgaria.

I would have to say bulgaria is the cheapest but I have been on holiday to all three places, I did not enjoy turkey or bulgaria in the slightest but have enjoyed every holiday I have been on to greece. (I've been there many times) If you just want some sunshine and are happy to sit by a pool, eat fry ups and burgers and chips and are not too bothered about sight seeing/local culture then turkey or bulgaria are fine but otherwise it'd be a false economy to spend money on a holiday that wouldn't be that good. (sometimes a sunlounger and some sunshine are all you need for a good holiday though!!)
