I think it is Azerbaijan. Actually Azerbaijan and Turkey are both Muslim, have same language, same culture, foods music etc.
Other countries such as former parts of Ottoman Empire can be influenced but Azerbaijan is naturally very similar to Turkey.

I want to answer Gugu's and Trotsky's comments.
First, fortunately Azerbaijan doesn't bear much russian elements in its culture as before. And now speaking in russian is not considered as good behaviour since nationalist thought is strong there. Maybe it used to be 10 years ago but now not.
And about opera, music, literature and such stuff. Yes you are right some people do that regularly go to opera, ballet etc. but I don't think there are more such people than in Turkey.

And the question who has been to Azerbaijan. I guess Gugu has been, so I want to ask back, have you been to Baku or other parts of Azerbaijan too. You can't say Istanbul or Izmir is same to, say, Diyarbakir or Antep.

And I dare to say that you misinterprete the phrase "most similar". You claim every country is unique. But question doesn't ask the absolute similarity. It only asks, which, among other states is most similar to Turkey. So we have to choose one of them, considering relativity.

Budapest, Hungary gave me the closest sense to Istanbul that I have felt from any city outside of Turkiye. The sense of Budapest does not exactly *capture* the sense of Istanbul, and both have their own uniqueness too, but there is definitely something about Budapest that reminds one of Istanbul.

I would say it is the Turkish Republic of Northern Cyprus (TRNC).

Edit: Of course, Azerbaijan is also very similar to Turkey.

Some answers here put a bitter grin on my face. Any answer given to this question, as you might realize, would be far from objectivity as the meaning (similar) and degree (most) of your question, obviously, greatly varies from one person to another.

For me, the countries that are most similar to Turkey are, needless to say, Azerbaijan and Turkish Republic of Northern Cyprus. On the other hand, there are people with whom, like the Bosnians as Lady S has pointed out, Turks share close, positive cultural/historical relations. In the Balkans, Middle East, Africa and Caucasus there were many countries and peoples who were fortunate enough to experience to the vast Turkish culture in the past, as a result, they were influenced by Turks and vice versa. There is nothing surpring about that. I also do not believe such a situation would inspire any kind of undeniable similarity/indistinguishability in general between any two countries. Similarities in food and music hardly vouches for very close ties.

Edit:

Gugu, you are right. Azerbaijan unfortunately bears many of signs of Russianization from the past. I've seen Azeris who consider it classy to be able to speak Russian and do everything to live like one. Same is true for Georgians, some speak Russian among themselves and assert themselves as a very knowlegable person in everything concerning Russian culture. These people are, what Azeris would call, the 'elite' and they aren't a majority. Actually, same is true for many Ex-Soviet countries, I would not attribute this to a lack of cultural similarities between Turkish and Azeri culture. For the sake of many Azeris like Orinoco, and keeping in mind that Turkey is unique as you've said, if there are countries to be stated that resembles Turkey, I would not hesitate putting Azerbaijan in the list.

O.k, seriously some Mediterranean countries and some Balkan countries maybe.
But Turkey is a unique and diverse country, it is easy to make comparisons like which country's food/music/architecture... is the most similar to Turkey but not that easy to claim that this or that country resembles the most.

P.S: I want to ask to people who say Azerbaijan, guys have you ever been there? Although they are ethnically Turks, Azeri people and culture share more things with Russia than they do with Turkey. Do you know that Azeri people go to opera on a regular basis. They have very different customs than most of us. Their food is different (no vegetable dishes, their cuisine is predominantly consisted of meat dishes), Their architecture (Russian influence), education system (they give lots of importance to literature and music), etc.
Of course we have similarities like language and most importat of all a certain "gönül bağı" but those similarities are not yet enough to claim that Azerbaijan is the most similar country to Turkey.

edit: Yes Trotsky, I share your views, the reason for my objection is the words "most similar", it is such a powerful word that I sincerely cannot think of any country "most similar" to Turkey. Other than that Azerbaijan is certainly in my list also.

edit: Yes Orinoco, I have been to other parts of Azerbaijan, too, not just Baku.

I think Turkey is pretty unique. Between two different "worlds", connecting the East and the West; you can't really put it in any category; it doesn't really fit in to Europe, but it's not typical Asia either. I think it's a little of both, plus a lot of very original elements. It really is a world for itself. Of course, Turkey influenced all the countries that used to be in the Ottoman Empire, so you can find a lot of similarities and Turkish influences in the Balkans; but the same thing that brings all those countries together is the thing that tears them apart and puts Turks in a difficult position. Orthodox countries hate them; other Christians are not too crazy about them; Muslim countries are mad at them for being secular and not religious. I'm from Bosnia and I love Turkey; I think maybe we are the closest to them - being predominantly Muslims, but not very religious; situated here in the Balkans; used to be a part of the Ottoman Empire; we have a lot of Turkish influences and have traditionally been friends.

(Of course, if you don't count Northern Cyprus, because:

1.) Those people are actually Turks, so of course they are the most similar to Turks;
2.) The fact is that Northern Cyprus is not internationally recognised as a country.)

And to that Greek guy who said that Turkey will end like ex-Yugoslavia: No, it won't, because fortunately they don't have Serbs.

People may get annoyed, but I think Greece. Some of the food, music, landscapes and the the physical attributes of the people.

Cyprus, Azerbaijan and the Balkans have turks in them thats why they are alike, but apart from Turkic nations which is most similar? Ofcourse Greece.
