The question is not which country lies next to germany spain and france (because thats not possible).
Imagine the comma is a dot. Than the question is more clear. Or another way:
"Which country shares a border with Germany? Is it Spain or France?"
So the question is whether spain or france shares a border with germany.

And the answer to this question is: France

France lies between Germany and Spain with Spain in the (South-)West and Germany in the (North-)East

There are lots. Spain is bordered by Portugal, France, and Andorra. France is bordered by Spain, Andorra, Italy, Switzerland, Germany, and Belgium -- and maybe Liechtenstein (I'd have to look). Germany is bordered by France, Denmark, Netherlands, Belgium, probably Liechtenstein, Poland, Czech Republic, Austria, and Switzerland. There is no one country that abuts all of Germany, Spain, and France.
Postscript: re-reading your question, the correct answer is France.
