I can't say for sure but I do live in Hungary and see the effects of alcoholism there.
My next door neighbors can drink two or three bottles of wine and 10 beers between three people a night.
One of my husbands oldest friends fromover 50 years is in a bad way and so is his girlfriend.He used to be on the national wrestling team but now is a mess.
One of my husbands old girlfriends died at a young age in her 30's from drinking.
I see men drinking on the streets everyday and the are so drunk they relieve themselves just about anywhere.
I never see women drunk in public but men all of the time.
There are tons of drunks riding their bicycles on the roads since they can't drive a car when drunk.My old neighbor was so drunk he dislocated his shoulder and didn't even feel it. Wedrove him to hospital and the next day he was off on his bike drunk again wearing a sling.

Maybe Croatia, there are always drunks around here :(
And people always get drunk at concerts.

If not, I'm sure it's some other Slavic country.
