Who are the more intelligent on the most part? Germanic people or Slavic Russians?

This is quite a selective question, in every part of the world there are educated people and noneducated people. Intelligence is not judged by the knowledge you have, but a natural skill of thinking, and just as well there are different types of intelligences - artistic, linguistic, mathematical, naturalistic, etc. It depends on which one you ask us on, and what you really consider intelligent. Germanic and Slavic nations both have had tough histories and have both produced many great thinkers, artists, geniuses, and poets. I would say that although behaviour differs, both Slavic and Germanic people are educated and intelligent. In Soviet Union, school was for free and everyone was expected to attend in order to support the state. Germanic nations have always had high standards in providing good education for all. Both are culturally enriched places. As for behaviours, I have noticed that Slavs are very personal people, and value communication and relationships greatly; they are close with their families, love their country (but hate the government), have typically a melancholy mood but can be quite joyous as well. Germanic people are more distant seemingly at first, but become very good friends if you spend time to get to know. They are very environmentally conscious and quite thrifty people (don't let anything go to waste). I hope this has helped!

Arithmetically I notice Russians especially the guys can multiply 2 numbers in their head much faster then other people. But some Germans are pretty smart in my college and I know Russians who are just stupid and Germans who are stupid too. It depends. Nurture has much more to do with intelligence.

Slavs in the Czech republic for example would probably be smarter then slavs in Ukraine because Czech Republic generally is more developed and the people there have a good quality of life, education and don't end up abusing drugs and alcohol. Nordic countries like Sweden/Finland/Norway value education very highly so people there would be smarter then Germans - although Germany is quite developed as a country. And that goes for all people. Nurture has much more to do with intelligence then genetics. So in short to answer your question they are both the same.

Edit: Why the thumbs down? It would be much easier and nicer for me to say Slavs, as I'm Russian, but I don't want to be mean on the Germans!

Universities are good in both Russia and Germany.

As somebody pointed out, Russians have better survival skills, and know how to act in unpredictable situations.

Germans are more neat and organised.

Why should a persons racial heritage have anything to do with intelligence?
The only real differentiator is poverty. If you are starved in the womb or in childhood, then you cannot grow properly.
Innate human behaviour is the same the world over, with a cultural overlay. This is becoming less noticeable as westernised global culture becomes prevalent.
