Why are people Holland refered to as Dutch?

You already got several explanations why the word Dutch came into use.
I have been told that the English kept using the word when all others started to use other names, because there used to be (in English that is) Duchy of Holland.
The name 'Dutch' seemed to have stuck for those from the Duchy.
As no other language used the word Duchy for Holland in that time they all went with the Dutch themselves and called the people Hollander, and when the country came into existence, Nederlanders.

From Deutsch (german or actually the middle ages equivalent of this term, which is slightly different). The lowlands area was settled by a germanic people (not german people, note), and do not make the mistake of calling a nederlander a german or his language deutsch, as I found out by accident once. long story there.

Dutch is coming from the old word 'þeudisk' (latin theodisca lingua) that means 'people', 'nation' or 'folk'.

The people of Holland are referred to as "Hollanders" in both Dutch and English. Today this refers specifically to people from the current provinces of North Holland and South Holland. Strictly speaking, the term "Hollanders" does not refer to people from the other provinces in the Netherlands, but colloquially "Hollanders" is sometimes mistakenly used in this wider sense.

When referring to the Netherlands as a whole, the adjective is "Dutch". "Dutch" is not used as an adjective for "Holland" in a modern context because "Dutch" refers to all of the Netherlands, not just Holland. However, there is a good deal of confusion about this. In actual practice, the adjective "Dutch" is often (but somewhat inaccurately) used in the specific context of Holland.
