That's called a visa fee.

Because UK charges Turks £65 to enter UK .The Turkish government would charge more and did the first year the visa requirement was introduced,it was £20 but only lasted one year as it affected tourism.

It's the visa fee and you are lucky to be able to get your visa at the entry! We Turkish have to pay lots more and get the visa from British Embassy.So now, who is making money?
