FRANCE without any doubt. Belgium is nothing, is not Holland, is not France is not Germany. The people there are NOT nice. The bureaucracy is awful and there is nothing to see. Besides, the manekin piss is piss.
Although Brugge is nice.

France is better as a tourist destination for long vacation. It has everything - history, beautiful nature (mountains, rivers, sea beaches, ocean) culture.
Belgium is nice, but it's much smaller. In three-four days you'll see most of its tourist attractions - Brussells (market place, Atomium, mini-Europe), Brugge, Gent, Antwerp (diamonds anybody?).

For me definitely Belgium - southern part (flemish speaking) but many people speak English too. Northern part (french speaking) some speak English - especially in the tourist hot spots. Flemish part is pretty flat, but the people are friendly and there's some beautiful cities to visit (Brugge, Gent, Antwerpen, Brussel) The french part is more interesting towards the Ardennes (Luxemburg way) The scenery is not so flat and nice cities are Namur and Liège.

France is nice south of Paris - but few people are very language minded, so you would do well to learn a little basic french. There are many nice cities, but travelling distances are of course much further as it's a much bigger country than Belgium.

Government wise: should be no problems in either country if you have a valid passport/I.D. card (European Union) or visa if required.

Travelling in both countries is easy - many good rail connections and bus services. Even inland flights in France.

People relations: if you are friendly and respectful you will find people helpful and friendly too in both countries.

Hope you have a great holiday.

France is beautiful. Paris Hotels are excellent. They have beautiful women, They have very Good food too and there is less racism compared to belgium.

Please do not eat any, absolutely 'any' chocolates in Belgium please.
I did, and you know what happened. I went back, and back and back to buy chocolates for my family and I kept eating them each night. They make the most heavenly chocolate on earth....so please don't eat Belgium chocolate....you will dream about it forever afterwards...
and
as the other man mentioned the model m-piss--don't go see it--it is over-rated and not worth walking to.....now Grand Square---yes.
Go to both. and eat a chocolate for me!!
