If it did it might be "District where tourists who believe Rick Steve's knows what he is talking about go."

The 7th is largely an upscale residential neighborhood. The Musee D'Orsay and the Invalides are in its northern edge along the Seine and the Eiffel Tower is along the northwest edge.

You are probably referring to "Rive Gauche" which means left bank.

The name of it is the 7th arrondissement.

Half of it is full of famous tourist attractions like the eiffel tower, war museum and many other things. The other half are upscale neighborhoods. It is a pretty touristy place.
