It's pretty cold in France during these months. Paris is still beautiful, but the tourist season isn't at all as much as it will be during the late spring/summer months.
I lived in France for two years. I'm from Utah, a dry mountainous desert.
I'm sure your cold in Minnesota is closer to France's cold than what I experience here. It changes with each year, but I've been in Paris during these times and found it to be either unbearably freezing, or freezing enough that you bundle up but not too much because it's still humid enough that you sweat!
However, Paris is beautiful anytime of the year!

I was there last year at the end of February. It was not the first time I'd been there in the winter months. The weather wasn't particularly cold and there was no snow.

The average high temperature is usually 45 degrees farenheit and the average low is 34 farenheit. Not cold by the standards of most people from the Northern American states.

There are certainly far fewer tourists in February than at most other times of the year which I see as a considerable plus.

There are always a lot of tourists in Paris, but the more crowded period is during summer. In February it's "normal" (less than summer and christmas). For the weather it's cold (from your point of view) : less than 10 most of the time, but it's not really cold for France. I'm French, from the Alpes, and in Grenoble in February there's a lot of snow and the temperature goes under 0°C most of the time. But during winter Paris is so nice with all the lights, it's really different from summer.

If you can deal with Minnesota winters, you can definitely deal with Paris winters. And yes, there are fewer tourists.

I once dated a girl named Paris, but I think it was during the summer. So the answer is no.

Yes, I lived there for 2 years. I remember Paris as being chilly and, it's humid there in February, so the cold just cuts right through you. If there is any snow, it's usually just a light dusting... nothing heavy... but it IS cold there.

First of all, God Bless you for this question. Second France its the worst country on the planet. I would rather take a vacation mining for diamonds in Africa roam the streets of that country!

Was in Paris last Valentine's Day. It was windy and chilly with a temperature of -1 degree celcius.
