well i lived in Paris for the past 3 years, and i went to school there. now my school is called The International School of Paris (ISP) now ISP is really close to the Eiffel tower, infact its right across the river, well actually youve got Trocadero Adjacent the Eiffel, and next to Trocadero is a park, and through that park and down the road is where you can find my old school.
so going to school so close to the Eiffel, naturally i saw it everyday, so you kind of get used to seeing it, but not to the point that it seems like anyold building. but anyway, so before i came back to Australia to go to Boarding school, i went up, which i hadnt done in my 3 years there, and im telling u, it was amazing, the view, the...everything, except the crowd, and the lines, but it is very worthwhile, even after seeing it everyday for 3 years, you havnt seen Paris till youve been up there.
i hope thats been useful.

The main attraction of going to the top of the Eiffel Tower is that you can say you've been there. It's symbolic and psychological. The view is nice on a clear day (truly clear days are rare, though). However, if you want a nice view, the view from the observation deck of the Montparnasse tower is better (it's smaller than the Eiffel Tower, but the view from the top is open and unobstructed).

There are no artists at the Eiffel Tower, but there are some nearby, often down near the Bateaux Parisiens excursion boats, or on nearby street corners. There are more artists by Notre-Dame. However, the greatest concentration is on the Place du Tertre up in Montmartre, where they have official spots where they can draw and paint. Artists usually sell paintings they've already made, but some will do your portrait.

The real thrill or adventure is that of having moved around Paris, experiencing all that it has that one can absorb on a personal level and then seeing it from the tower. On one particular visit:

There was a mist that lie about the city, yet nothing was obscured. Enough clouds to the sky to add a bit of texture to the landscape and the late afternoon sun painted the buildings an attractive light orange hue with subtle purple shadows. It made one think of the pastel chalk paintings or drawings done by the artists in Montmartre.

Below the Tower is the Passy Cemetery where one looks upon the great of historical Paris and Art. The composer, Debussy, and the painter Edouard Manet [In 2000 a painting of his sold for $20 million]. And, the American actress, Pearl White who did the early serial films, The Perils of Pauline. Marcel Renault, automobile founder and race driver is also interred at Passy. Finally, standing near the top, I felt I had touched, and even absorbed, a little of true greatness, for the giant of Life was all around me.

You can visit the Eiffel Tower with the Paris Webcam; there are about six cameras with views:

Yes, in addition you can find artists painting, especially in the vicinity of the Tuileries and in Montmartre. And, they do capture a certain essence of Paris and the streets. They do sell their paintings.

By great chance I stumbled across this question, I visited the Eiffel Tower this last Wednesday!
Personally, I only went to the second floor, as I went with school that was a limit we had, and a guide book said that it was only worthwhile to go to the second and not the top.
If it costs more to get to the top, I'd say stick to the second, the view is already breathtaking.
Make sure you take plenty of time and know what sites you want to see from the tower, if you're not looking for anything you won't get the full picture.
I went in the daytime, probably best, although I did go to an amazing building where you can get a 360 degree view of Paris, where you go up in a lift, Tour Montparnasse, that's worth a look at night time, as you can see the Eiffel Tower itself lit up. Also, it doesn't have so long a queue.

Chips from the Eiffel Tower are amazing :) haha.

I think you can buy postcards of the Tower in the shops on the floors, but the Painters are in Montmartre, near the Sacré Cœur. Definately worth visiting.

It's really amazing, honestly! i am afarid of hieghts, but it has this magical effect. By the way I have been there many times, I am French. And it is always wonderful. It's better at night, the whole city lights up and you feel like your on top of the world. In the winter there is an ice skating ring on the first floor, thats really cool too. Its best when it snow's:)

I went to the 2nd landing during the day on my first trip. It was beautiful, but I felt cheated that I hadn't gone all the way to the top. On my 4th trip to Paris, I remedied that feeling by going to the top of the tower on the last night of my trip. You won't recognize much from up there at night, but the illuminated buildings across the city were very pretty. However, it was extremely windy and chilly that night (January 5), so I strolled around, took a few photos, and got in line to go back down. Still, it was definitely worth it to go.

What about in front of Notre Dame? You can get some good pix from there. The forecourt is filled with people, sometimes even street performers, till late at night. I was there at midnight during one of my trips, and I couldn't believe how many people were out and about at that time of night during the week.

I didn't see any painters at the Eiffel Tower or at Notre Dame. But I did see a few along side Musee d'Orsay, along the Seine on the Left Bank side, at the ends of a few bridges, and in Montmartre. Also, there are caricature artists in the Tuileries and next to the Centre Georges Pompidou if you want to get a fun souvenir made. Just don't pay the first price they ask!

I would definitely go up to the Eiffel Tower at night time and maybe during the day go to the top of the Arc de Triumpe or the Sacre Couer.
When you get off the elevator on the third level of the Tower, it is a great feeling. You see so many pretty lights of the city.
