To the best of my knowledge there are no actual English restaurants although there are a variety of places that claim to be English, Irish, Scottish or generically British.

Checking their menus however, one finds that they serve such non-British items as Bacon cheese burgers and hot chicken wings as you can see by checking out the site of the Frog Pubs chain here: http://www.frogpubs.com/

Why is this so? Probably because English food has been maligned for decades although, personally, I believe this to be unfair.

NO

a lot of pubs and bars, no english restaurants at all.
French gastronomy exports itself well but i can't say this much about english food.
You have an english-owned restaurant called L'alcazar in Saint germain area, it belongs to Sir conran (owner of the conran shop) but the food is mainly international, it is one of those hip fashionable places.
besides that, sorry to say my dear but no other english restaurant available.

Why would there be English restaurants in Paris when there are hardly any in England?

There are a English pubs which serve food though.

There used to be a genuine fish and chip shop in Rue de Lappe.
But it closed down.

There are quite a few English and Irish pubs. I have come across English restaurants from time to time, but haven't checked recently to see if they are still there. They tend to charge high prices, playing on the "kitsch" aspect or try to be trendy. That was the mistake made by the fish and chip place - it was too cheap.
There are also quite a few McDonalds, KFC, Quick and similar. I suppose they could be thought of as English by adoption?

Mr Englishman
Your question should be: "Are there ANY English restaurants in Paris?"

Your answer would be 'NO'.... We all eat beef and chicken, and they eat horse and frogs legs.

'English' just doesn't do it for them.
