Hotel Ritz
Four Seasons George V
Hotel de Crillon
Any of these hotels will be safe and secure. George V is right off of Champs Elysees, Hotel de Crillon is near Place de Concorde, and I believe Hotel Ritz is near the Royal Palais (I only saw it once). All are safe neighborhoods.
I believe there are also a Marriott and a Best Western directly on or one street off of Champs Elysees. While they are in a busy area, they are also safe.
While I'm also a partisan of the left bank - 5th & 6th Arrondissements, if you are first timers & want the best & safest tourist area & best transport access, I would advise the Rue Rivoli area near the Tuileries & Place Vendome. -(1st Arr) While it has some of Paris' best hotels such as the Meurice & Ritz, it also has some excellent smaller facilities. All of the tour operators are based there & the Metro A Line runs right along the Rivoli.
