Apparently, there is no TGV Duplex to or from Biarritz. Actually it serves the east part of France (I take it often from Lyon to Paris).
On Wikipedia it is said that from 2007 TGV Duplex has started to serve the west part of France. There is TGV Duplex from Paris to Rennes or Nantes, but it is in the North, and Biarritz is in the far south of France.

Not sure. There's a TGV to BX. Take it and hop down to Biarritz on the slow train. It's a pretty ride. T'en fais pas.
