You both do need travel documents to travel to France and a passport is the only document you do need. I would contact veterans uk at www.veterans-uk.info they should be able to help, they also have advisors on 0800 1692277 free phone, as a carer you qualify for access to their help and advice
Anyone passing through a passport control will need a passport regardless of the reason for travelling e.g. to care for an OAP. I'm afraid that you are unlikely to get any help funding the fee for your passport. Perhaps a sympathetic friend or relative of yours could help.
