Currently, the legal drinking age in France is 16, as long as you're not ordering strong liquours (which can be sold only to those who are 18 and older). Normal beer, cider and wine are permitted.

Yes, you can (and certainly should !) buy wine in a restaurant while you're in Paris. It would be a crime not to ! =]

The law is currently under debate and may change soon because of the growing phenomena of alcoholism among young people. If you go to the supermarket, according to the law you should be asked your ID as well for an aperitif in a bar, but to my knowledge so far, still you can ask wine with a meal at the restaurant in Paris.
