Cheap is a matter of opinion but the Ritz isn't cheap by anyone's definition except maybe Bill Gates.

You could try the Hotel d'Amour (just the name cracks me up) at 8, rue de Navarin, Paris 75009. They do not have a website, but if you google it you will find a few photos and comments.
It is situated in a quiet, nice French neighborhood which is within walking distance of Montmartre and the big shops on the bd Haussmann and is near the metro.
Rates are about 80-90 € a night.
If not, you have the Hotel Eldorado... very funky and quirky!
