No, but if you are caught speeding by mobile police radars you have to pay the fine on the spot and if you have not got the necessary money they frogmarch you to the nearest cashpoint.
As a rule most of the British people who drive in France are law abiding and the nationals that most frequently break the speed limits are the Germans because they are allowed faster speeds on their own motorways. Brits tend to get stopped for inadvertently overlooking a stop sign, not respecting priority rules, driving on the wrong side of the road and going above the prescribed speed in built up areas. Parking fines were non enforceable till recently on foreign cars but this is now changing as now all motoring offences are computerised and soon they will be passed on to the countries in which the car is registered ,and points or fines will be given and enforced by the offenders' local authorities.
With regard to speeding, in France, permanently set speed cameras are in specific spots that are clearly announced ahead, and are not set over a long stretch of road measuring average speed as in the UK, so the people who get caught on camera are those who are careless or deliberately ignore the signs at their own risk. Michelin route planner also warns you of exactly where they are placed.
When there is a mobile patrol of police on the road often the people who have passed them in the opposite direction flash their headlights at on coming traffic so as to warn other users. It is illegal, but an area where French people show solidarity towards other drivers as they hate the CRS. |

yeah, they come here with their sports car and drive up to 250km/h because they think they won't have problems, (and they're involved in a lot of lethal accidents as I heard). But there are also the Dutch who drive like crazys with their kids in it !, and Germans. |

I would say not only the English, but cars with stickers 'D' ( the German ), NL ( Netherland ) and Ch ( Switzerland ) are overspeeding constantly in the motorways in France. Nothing the authority can do now cause even if they are caught by the radars, no points can be taken from a foreign license. But all this will be changed by 2009. All foreign cars will then get a fine ticket and points taken. |

Yes, there's also some new laws regarding being fined for not having a warning triangle or vest too see: http://blog.arguscarhire.com/ for details. |
