From CDG just take the RER to the Luxembourg station. Walk towards the Pantheon up the rue Souflot and then bear left around the building, past an "English" pub and head down hill. You'll come to a little little square and my favorite restaurant (Le Methode..which is #2 rue Descarte) Your hotel is at #6.
"Downtown Paris" is a rather meaningless term. The geographic center of Paris is at Notre Dame on the ile de la Cite. Its about a 10 minute walk (if that much) from this hotel.
Rates for single room are from 28 to 32 € and for a double room from 39 to 44 €

in Rive Gauche area (Left Bank) near Mouftard...is an old walk up...above an amazing little seafood restaurant, across from a courtyard, near a school (l'ecole Polytechnique)...and a cheese shop called Le Fromagerie and bar called Pipos.
It is very inexpensive...the hotel manager's name is Millie...ask by name--you might get better room/rate.
