Genuinely cheap places in Paris itself are not easy to find if they exist at all.
The best you can do is to do a short term rental on a studio apartment thru one of the many agencies that exist for this purpose. Even here the prices are not "cheap." I'm renting a little one bedroom place for three weeks in October and its 1800 euros.

Cheap, No!!! But try www.interhome.us for studio rentals. we stayed in one a few years back that was reasonable when the Euro was about $.85. It had a view of Notre Dame to die for.

July/August you can get student flats while their residents the rest of the year are on vacation.

Rent an apartment! There's tons of vacation rentals available. Check out craigslist or do a search for 'vacation rentals'. It's cheap, fun, and you'll be living in a neighborhood.
