yes you can call. and it will not necessarily be expensive. From mobile to mobile, it will be expensive, for sure.
But many web providers in France propose telephone for free. for example, with my web contract, I can phone (not on mobiles) in England, USA, Europe (more than 30 countries in the world) for free. many the family you will be staying at has this.

It will be expensive yes . I reckon I pay about 50p for a text and like 1pound 50 a minute call.
The cheapest thing to do would be to ring your landline from a phone box.
To ring you need to diall 0044, leave out the first 0 of the phone number.

Yes you can call her on the mobile, and yes it will be expensive. An alternative is to buy a phone card in France, usually at a Tabac, and use that to call her from a public phone.
