Keep in mind that the European hotel rating system is not the same as it is in the USA. More often than not, you'll find that a 3-star European hotel is the equivalent of a 1 or 2 star hotel in the US.

As for Paris in particular, they have a great mass transit system. The hotels in the center of the city are more expensive. However, you can save yourself some money by staying in the outer districts. I stayed at the Pavillon Monceau in the 17th and had a great time. The rooms were clean, bed comfortable, and the staff friendly and helpful. The hotel is situated in a mostly residential area so it's quiet at night. It also has two nearby metro stations: WAGRAM or MALESHERBES. You can also take a nice 10 minute walk to the Arc du Triomphe and the Champs Elysées. There's a small supermarket and great bakery within a block of the hotel.

Eiffel Tower. Check out the Comfort Inn Sacre Coeur Paris. Great area (Montmartre) and near a Metro Station. Stay away from the big train stations at night. Have a great trip.

you will be dissapointed. find a cheap place paris is terrible. but we have our different oppinions but i would stay by the Eiffel Tower.

I'd stay, as I always do in either the 4th, 5th or 6th arrondissements.

I'd also mention that one shouldn't make too much of the "3 Star" designation.

The star rating system in France is a mechanical check list of physical amenities and NOT a general rating system. Cleanliness, for example is not part of the system. A "3 star" can be a filthy pit with surly staff and hookers wandering the halls. It probably won't be but there is nothing in the star rating system to rule it out.

I am in Paris right now.
The Metro, public tansport system, is easy to use and cheap and can take you anywhere quickly. There is no reason to stay right in the city, all other things between the hotels being equal.
