Dont do it in Paris - its so naff and cliched.

Do it on the Eurostar over!

i'd chose the pont des arts at sun-dawn... it's in the core of paris, a bridge between the académie française and the louvre and it's a wonderful place.
or you choose place deauphine (the back of the palais de justice), a really nice little square place...
i'd not choose the eiffel tower because there are always tons of tourists there and everybody will oversee your proposal.

On the Pont Alexandre III just at sunset.

This is often said to be the most beautiful bridge in the world and its placement connecting the area of the Grand and Petit Palais with the Invalides means that when you are on it you have a fabulous vista of Paris on both sides of the Seine with the Eiffel Tower clearly visible.

At sunset the light is perfect. Its just the sort of place that you naturally stop and drink in your surroundings. There are wide pedestrian paths across the bridge and you'll have plenty of room. Unlike the Eiffel tower setting, you won't be hemmed in by hordes of gawking tourists. Not that the bridge will be empty of course but the ambiance will be more pleasant.

I would recommend proposing on one of Paris' many bridges over the Seine. The banks of the Seine are a UN Cultural Heritage listed site.

Your best bet is the Pont des Arts, a wood paneled pedestrian bridge. From there you have the Louvre, Notre Dame, Academie Francaise and the Eiffel Tower in plain view. You won't be bothered by any road noise, so she will be sure to hear you loud and clear.

Why not on the top of the Eiffel Tower on the Balcony? I think that would be a very romantic, and memorable place to propose!!! I'd love for my partner to propose to me on the Eiffel Tower. That would be wonderful!

And i'm not sur than the top of Eiffeil tower is romantic cause that is reserverd for the military lol
